They want an increase in use of the HPV vaccine, calling it "highly effective". The so-called "highly effective vaccine" is known to cause severe side effects in people over the years, even killing some of them in the years my kids had been in high school. The better course of action to prevent cervical cancer, is for women to choose chaste lifestyles until they are married, and only marry a man who was chaste before his vows as well.
